Women and children make up 76% of people living in poverty. We offer a wide variety of programs for women including female veterans, single mothers, victims of domestic violence, women challenged by substance use and young women coming out of the foster care system. SHAWL (Support for Harbor Area Women’s Lives) is a residential recovery program comprised of three facilities that provide temporary housing and supportive services for women.
SHAWL Women’s House is a six-month residential recovery program for 13 homeless, addicted women who are survivors of Domestic Violence. SHAWL provides comprehensive services and treatment in a warm and supportive atmosphere for women who are attempting to end their addiction, live a life free from violence and become self-sufficient. SHAWL provides the structure and support in a nurturing residential setting. The program provides the residents with opportunities, information and confidence to remain drug and alcohol free. SHAWL gives the women an opportunity to improve their life and educational skills, time to explore destructive behavior patterns and learn new decision making skills in order to work toward stability as well as independence in their lives.
Haviland House is a transitional housing facility that aids women as they are transitioning from the primary 6-month program. Provides 11 women a safe and comfortable drug, alcohol and violence-free atmosphere where they can remain an additional 18 months to two years while they are in school and employed and can continue their case management plans to maintain ongoing sobriety and freedom from homelessness and domestic violence.
The Cottages are transitional housing facilities that aid women as they are transitioning from the primary 6-month program. The program allows a woman to live in a drug-free, violence free home with her children while working toward her self-sufficiency goals. The Cottages can hold up to 4 women and 4 children in two, two-bedroom duplexes. Residents can remain at The Cottages for 18 months to two years while they are employed, going to school or both. Residents can continue their case management plans to maintain their recovery.

Southern California Alcohol and Drug Program
Residential treatment facility provides Substance Use Disorder treatment for mothers with their children, as well as pregnant and postpartum in a residential setting. The program combines substance use treatment, counseling services, life skills, onsite employment development, healthy meal planning with a dietician and parenting education, while also providing counseling services to the children residing within the program. Program services are extended to all members of the family.
La Casita is a member of the Los Angeles County Drug Medi-Cal Organized Delivery System provider network. As a Certified Drug Medi-Cal Provider, the program provides residential Substance Use Disorder treatment to women and their children.
La Casita first opened in April 1996 as a demonstration project funded by the federal government to provide substance abuse treatment for women and their children. La Casita is a peri-natal residential program.
Women are assessed using the full American Society of Addiction Medicine Assessment and receive the following services: Education and counseling groups, individual counseling sessions with Substance Abuse Specialist and/or a therapist, case management, transportation, and random drug screening. Services will be provided, free of cost, to Medi-Cal and My Health LA qualified individuals who meet medical necessity. Assistance with enrolling in Medi-Cal or My Health LA programs is available.

This is a 6-month program designed to address co-occurring issues of substance abuse and domestic violence. This program is a second step for DV victims who are in an emergency shelter. Blue Butterfly Village is VOALA’s innovative community located in a beautiful idyllic setting in San Pedro that provides housing and supportive services.
All 73 units of affordable housing are subsidized for homeless families. Veteran families receive a preference for 61 of the units. 12 units are reserved for families eligible under the MHSA program. Many of the residents are female veterans and veteran families with children who are suffering some degree of psychological distress and/or service-related injury that prevents them from achieving economic self-sufficiency and threatens the break up of their family.
Each 2-bedroom unit is fully furnished and utilities are included. Amenities include a garage, in unit washer/dryer, children’s play area, office/meeting spaces, community rooms, and community walking path.

Women’s Care Cottage is an Independent/Transitional living program assisting homeless young women coming out of emergency shelters, foster care and probation. Women’s Care Cottage is a safe place where young women who have been either critically homeless or in the criminal justice or foster care system can start a new life and develop the ability to live independently with pride and dignity while accomplishing their goals.
Participants are women ages 18-21 including pregnant women or women with one child up to 1 years old. Residents must participate in their personal action plan to work towards their personal goals to become employed and/or attend school while saving for their future.
We provide up to 18 months – 3 years of housing, case management, counseling, social and cultural activities. We assist with drug and alcohol rehabilitation referrals, job training/job placement, legal referrals, advocacy to ID & SSI, permanent housing referrals, and life skills including Budgeting, Job Preparation, Resume Building, Interviewing Work Shops, Anger Management, Therapy, Women’s Health, Cooking, Hygiene Communication Skills, Building Self-Esteem and Developing Relationships, Independence skills and Self-Sufficiency.
